Estero, FL real estate: buy or sell with a local AXEN agent

Estero is a young village. It incorporated on December 31, 2014 and now runs its own planning, zoning and building permits under its own code, which overrides Lee County's. Many of its communities carry a CDD charge on the tax bill and some carry none at all, so you cannot assume either way.

Buying a home in Estero: what to know

The rules that apply everywhere in Florida are on the Florida page. These are the Estero details that trip people up.

Get pre-approved →
  1. The village, not the county, issues your permit. Village of Estero Building and Permitting Services takes the applications and reviews plans against village rules. Do not send an Estero project to Lee County.
  2. The village code beats the county code. Estero adopted its own Land Development Code after incorporation. Height and setback limits come from the village code and each community's development order, not the county plan.
  3. CDD or no CDD changes the monthly number. Bella Terra sits inside the Habitat Community Development District, created in 2003 and covering about 961 acres. Other communities here were built with no district at all. Same town, very different tax bills.
  4. A CDD charge has a payoff number. The district charge splits into yearly operations and bond debt. The bond part can usually be paid off in a lump sum. Get the figure from the district manager, not from the listing.
  5. Estero Bay is Florida's first aquatic preserve. The north half was designated in 1966 and the rest in 1983. The state does not allow the quick online self-certification for docks inside an aquatic preserve, so a dock here needs formal state review plus Lee County's own dock and shoreline permit.
Selling

Selling a home in Estero

Order the CDD estoppel and payoff early.

Estero buyers ask for it, and it takes days, not hours.

Pull permits from the village.

Your open permit history lives with the Village of Estero, not Lee County. Homes built before 2015 may have records in both places.

Dock and shoreline work needs paperwork.

If the property touches Estero Bay or the Estero River, have the state and county dock permits in the file. Self-certification does not apply in an aquatic preserve.

Straight answers

Estero real estate questions

Does Estero have its own government?

Yes. Estero became a village on December 31, 2014. It now runs its own planning, zoning and building department with its own Land Development Code, and that code applies instead of Lee County's rules inside village limits.

Does every Estero community have a CDD?

No. Bella Terra sits in the Habitat CDD, created in 2003. Others have none. The difference shows up as an extra non-ad-valorem line on the tax bill, so always check the actual parcel's tax record.

Can I pay off the CDD?

Usually the bond debt part, yes. The yearly operations part keeps running as long as the district exists. Ask the district manager for a written payoff quote so you know both numbers before you buy.

Can I put in a dock on Estero Bay?

Not easily. Estero Bay is Florida's first aquatic preserve, and the state does not allow the quick online exemption inside a preserve. You need a formal state review plus a Lee County dock and shoreline permit. Budget real time for it.

Who do I call about a permit in Estero?

The village. Since incorporation, Estero handles its own building permits, zoning and plan review. Sending it to Lee County wastes weeks. Older records from before 2015 may still sit with the county.
