Orlando, FL real estate: buy or sell with a local AXEN agent

Buying in Orlando is not the same as buying near Orlando. The city line is jagged, and unincorporated pockets sit right next to city blocks. The tax rate, the trash service, the rental rules and the flood discount all change when you cross it. Two things carry the most money risk here: the city bans whole-home short-term rentals, and small historic districts control what you may change on the outside of the house.

Buying a home in Orlando: what to know

The rules that apply everywhere in Florida are on the Florida page. These are the Orlando details that trip people up.

  1. Check the city line before you check anything else. Unincorporated pockets sit right against city blocks here. Look up the address on the Orange County Property Appraiser site and read the Municipality field. It decides your tax rate, your trash service, your permit office and your flood discount.
  2. You can rent a room. You cannot rent the whole house. Orlando allows owner-occupied home sharing only. The owner or tenant has to live on site and be present, no more than half the bedrooms may be rented, and only one booking at a time. If your plan is a whole-home nightly rental, this is the wrong city line to be inside.
  3. Historic districts control the outside of the house. The city's local historic districts include Downtown, Lake Eola Heights, Colonialtown South, Lake Lawsona, Lake Cherokee and Lake Copeland. Inside them, exterior work needs a Certificate of Appropriateness first. Minor items like fences, driveways, windows, roofing and solar are free and staff-reviewed in about five business days.
  4. Some homes near the two airports carry a permanent easement. An Aircraft Noise overlay district covers land around Orlando International and Orlando Executive. Certain areas carry avigation easements, a waiver of claim and a notice of aircraft activity, and those ride with the land. Check the title work and the noise contour maps before you write the offer.
  5. The flood discount changes at the city line. Orlando is a Community Rating System class 6, worth 20% off nearly every NFIP flood policy in the city. Unincorporated Orange County is a class 5 at 25%. Orlando also requires an elevation certificate for every building in a special flood hazard area.

Flood insurance discounts come from FEMA's Community Rating System list, effective April 1, 2026. FEMA reissues it every April 1 and October 1, and a class can change on those dates.

Selling

Selling a home in Orlando

Pull your city code case and lien record before you list.

Orlando lets you look up a code enforcement case and lien by address. Open cases and unpaid fines surface late and stall closings.

Match the house to the permit history.

The city flags do-it-yourself conversions by name: an enclosed garage or carport will not be allowed to rent until an inspection is finalised. Adding bedrooms can also change the property appraisal.

A home share registration does not ride along with the house.

It is annual and it rests on the person who lives on site. Do not market the home as a working short-term rental. Take the listings down and tell the buyer they have to register in their own name.

Orlando real estate questions

What extra charges show up beyond the regular tax rate?

Orlando bills a stormwater utility fee once a year as a non-ad-valorem line on the Orange County tax bill, based on hard surface rather than value. City trash service is separate and shows up on the monthly utility bill.

Does flood insurance cost the same inside and outside the city?

No. Orlando is a Community Rating System class 6, worth 20% off nearly every NFIP flood policy there. Unincorporated Orange County is a class 5, worth 25%. Orlando also requires an elevation certificate for every building in a special flood hazard area.

If the city utility bills the house, does that mean it is inside city limits?

No. The utility serves customers in Orange County and Osceola County too, so the bill proves nothing about jurisdiction. Confirm the address on the property appraiser record instead.

How do I find out how loud a house near an airport really is?

The airport authority publishes noise contour maps for both Orlando International and Orlando Executive, and runs a public flight tracker and a noise hotline. Look at the maps, then stand on the property at different times of day.

Can I buy here and run it as an Airbnb?

Not as a whole home. Orlando allows owner-occupied home sharing only, with the owner or tenant living on site and present, no more than half the bedrooms rented, and one booking at a time. Whole-home nightly rentals are a different jurisdiction's game.
