Surprise, AZ real estate: buy or sell with a local AXEN agent
The City of Surprise runs four separate water systems, and other providers serve other Surprise addresses, so who your water company is genuinely depends on the house. Water and sewer can even come from two different entities at the same address. And a nine-mile earthen dam is what stands between much of the city and the desert upstream.

Several possible water providers, one city. Surprise publishes separate annual reports and service-area maps for four of its own systems, Mountain Vista, Desert Oasis, Surprise Foothills and Circle City, then links out to other utilities and points to the Corporation Commission for still more systems serving Surprise residents.

Water and sewer can come from two different entities at the same house. One utility can serve certain Surprise residents under a certificate from the Corporation Commission while the City provides wastewater to those same homes. Confirm both before you close.
-
One lookup settles it. The city's address lookup tool returns the parcel number, the council district, and the water and sewer provider for an address. It only works for addresses inside the city limits, which is itself a useful answer.
-
Marley Park carries the heaviest district levy in the area. In 2025 the Maricopa County rate for the Marley Park community facilities district was 2.73, roughly the size of the entire Surprise and Dysart secondary rate. The county publishes a new table every year, so pull the current one. A home there can carry close to double the secondary tax of an otherwise identical Surprise home.
-
Desert Rural is its own zoning district here. Surprise maintains a Desert Rural zoning district with its own rules, separate from standard residential zoning. If you want acreage, animals or a well, confirm the parcel's zoning first.
Selling a home in Surprise
Name the water company in the listing.
It is the most common thing that stalls a Surprise deal. Run the city's address lookup and put the answer in writing.
A licence per location, at the state maximum fee.
Surprise requires a short-term rental licence for each location. You need a 24-hour emergency contact, a valid TPT licence and proof of liability insurance. Approval triggers a neighbour notification letter and a notice posted in the rental.
Register the rental with the County Assessor.
Two different things get confused here. Not registering the rental with the Maricopa County Assessor can cost $150 a day under state law. Having it in the wrong legal class is a separate statute, and that penalty becomes a lien on the property. Fix both before you list, not after.
Surprise real estate questions
Who supplies my water in Surprise?
It depends on the address. The city runs four systems of its own, Mountain Vista, Desert Oasis, Surprise Foothills and Circle City, and other utilities serve other Surprise homes. Use the city's address lookup tool for the specific parcel.
What is McMicken Dam and does it matter to me?
It is a nine-mile earthen dam up to 39.3 feet tall, owned by the county Flood Control District. It provides flood protection for significant parts of Surprise, El Mirage, Sun City and unincorporated county, and it is in a multi-phase rehabilitation.
Which school district taxes a Surprise home?
Five possibilities. In 2025 the Maricopa County table put Surprise areas in Dysart, Peoria, Nadaburg and Wickenburg, plus No School and unorganised areas, which means some addresses sit in no school district at all. The table is reissued annually.
Can a Surprise parcel carry charges beyond the HOA?
Yes. Surprise has community facilities districts and a street light improvement district programme, and both attach to specific property. Ask escrow which ones apply to the parcel before you write the offer.
What protects Surprise from flooding?
McMicken Dam and the McMicken Floodway sit upstream, with Trilby Wash and the White Tank flood retarding structures nearby. All are on the county's flood observation network. Search the parcel on the county floodplain viewer.
