Chandler, AZ real estate: buy or sell with a local AXEN agent

Two Chandler homes in the same city can get different tax bills, because part of south Chandler sits inside the Roosevelt Water Conservation District and pays into it. Part of west Chandler is not in Chandler's school district at all. And Chandler is the rare city with an airport overlay that blocks new homes outright in the wrong zone.

Buying a home in Chandler: what to know

The rules that apply everywhere in Arizona are on the Arizona page. These are the Chandler details that trip people up.

  1. South of Germann, east of the Consolidated Canal, you pay a second district. Chandler owners in that area are inside the Roosevelt Water Conservation District and pay into it. The city's agreement with the district runs to 2086, so this is not a temporary line on the bill.
  2. The airport overlay can forbid a house, not just warn you. Chandler's Airport Impact Overlay covers both Chandler Municipal Airport and Stellar Airpark. It sets three noise overlays plus a clear zone. Homes are permitted only in the least affected zone, and only with noise attenuation. Nothing may be built in a clear zone.
  3. The Ocotillo lakes are reclaimed water. Chandler delivers reclaimed water to associations, golf courses and parks, and the lakes at Ocotillo Golf Club are filled with it. The city also recharges the aquifer at Veterans Oasis Park in five basins across 32 acres.
  4. Stellar Airpark is a real airpark, with homes attached. It is a privately owned, public-use airport in Chandler serving adjacent homes and businesses. If you are buying near it, you are buying next to active aircraft operations.
  5. Not every Chandler address is in Chandler Unified. West Chandler falls in the Kyrene Elementary District, which also covers Tempe, Ahwatukee, Guadalupe and South Phoenix. Chandler Unified meanwhile serves parts of Gilbert and Queen Creek. Check the parcel.
Selling

Selling a home in Chandler

Say which side of the district line you are on.

The Roosevelt Water Conservation District is a real, recurring line on the tax bill and buyers compare. Pull the parcel's tax detail rather than guessing from the neighborhood name.

A short-term rental licence is per location.

Chandler requires an application and a licence for each property. The rules sit in Chapter 22 of the city code.

Historic designation changes what a buyer may do.

Chandler's ordinance created four tiers and two of them bind owners. The Silk Stocking historic overlay covers 23 properties on Washington and Coronado streets, with design guidelines for maintenance and rehab.

Chandler real estate questions

Is every Chandler address in the Chandler school district?

No. West Chandler falls in the Kyrene Elementary District, which covers Chandler along with Tempe, Ahwatukee, Guadalupe and South Phoenix. Chandler Unified also serves parts of Gilbert and Queen Creek. Always check the parcel.

Where does Chandler's water come from?

The City of Chandler puts it at about 57% from the Salt and Verde Rivers, about 37% from the Colorado River, and about 6% from groundwater. Chandler holds a 100-year Assured Water Supply designation. State rules have the Department of Water Resources review a designation at least every 15 years, and Chandler works to a tighter ten-year cycle of its own.

What is the Price Corridor and does it matter to a buyer?

It is a defined employment district at Loop 101 and Loop 202, with hundreds of businesses and tens of thousands of jobs. It shapes traffic patterns and what gets zoned nearby, which is why buyers on that side of town should know where it is.

Who maintains the irrigation ditch on an older Chandler lot?

You and your neighbors do. SRP brings water to the delivery gate, and everything past the gate is owned, operated and maintained by the property owners. You also have to follow your neighborhood's delivery schedule.

Why does my neighbour pay a water district tax and I do not?

Because the Roosevelt Water Conservation District boundary runs through Chandler, roughly south of Germann and east of the Consolidated Canal. Inside it you pay into the district. Outside it you do not. Pull the parcel's tax detail to be sure.
