Gilbert, AZ real estate: buy or sell with a local AXEN agent
Gilbert is legally a town, not a city, and calls itself the largest town in the United States. Its flood protection earns homeowners in the floodplain a bigger flood insurance discount than most places get. And like south Chandler, part of Gilbert sits inside a second water district with its own levy.

It is a town, and that is not just a label. Gilbert calls itself the largest town in the United States, covering 72.6 square miles and incorporated in 1920. Town government, town code, town licensing.
-
Flood insurance here costs less because of the town's rating. Gilbert's Community Rating System standing with FEMA raised the flood insurance discount from 15% to 20% for policies issued or renewed on or after October 1, 2024. It reaches every National Flood Insurance Program policy in town, not just homes inside the special flood hazard area.

Two irrigation districts, not one. Besides SRP, the Roosevelt Water Conservation District serves landowners in parts of Chandler, Gilbert and Mesa. It started in 1917 to irrigate 40,000 acres and draws on groundwater plus Salt and Verde river water.
-
The Riparian Preserve is a recharge plant with birds. Gilbert committed in 1986 to reuse all of its effluent. Of the preserve's 110 acres, 70 are seven recharge basins filled on rotation with treated effluent that percolates into the aquifer for later use.

The floodway upstream is not sized for a 100-year flow on its own. The county reports the East Maricopa Floodway's design capacity cannot carry existing 100-year flows by itself. The fix is the Rittenhouse and Chandler Heights basins, both expected to double as Gilbert park facilities.
Flood insurance discounts come from FEMA's Community Rating System list, effective April 1, 2026. FEMA reissues it every April 1 and October 1, and a class can change on those dates.

You have to notify the neighbours before you rent short-term.
Gilbert requires notice to all single-family properties adjacent to, directly across from, and diagonally across from yours. You also need a state TPT licence and county assessor rental registration.
Get the flood zone answer in writing.
The town runs an interactive flood zone map and issues formal Flood Zone Determinations for a processing fee. That letter settles buyer questions faster than a screenshot.
Hand over the irrigation details, not just the association packet.
If the lot is served by SRP or the Roosevelt district, the buyer opens their own account and inherits a neighborhood delivery schedule and a shared ditch. Put it in writing.

What protects Gilbert from flooding?
The East Maricopa Floodway intercepts flows from the north before they reach Gilbert and catches the Sonoqui and Queen Creek washes. Freestone and Crossroads Parks double as retention. The town's floodplain ordinance was last updated in August 2023.
Is the floodway big enough?
Not on its own. The county reports the floodway's design capacity cannot carry existing 100-year flows. The planned fix is the Rittenhouse and Chandler Heights basins, both expected to double as Gilbert park facilities.
What is Agritopia?
A Gilbert community built on and around the Johnston family farm, with about 11 acres of urban farmland inside the neighborhood. It is a real working-farm community, not a marketing theme. Ask for the community documents to see how the farm is handled.
Is Gilbert really a town and not a city?
Yes, legally. Gilbert incorporated in 1920 and has kept town status while growing to 72.6 square miles. It calls itself the largest town in the United States. Practically it means town government, town code and town licensing.
